Apeing itself describes a $0.0001 Stage 1 price, over 12,000 whitelist registrations, planned audits before launch, and an expected presale in early September. The project's stated listing target is $0.01, creating a promotional 100x price span from Stage 1.

The SEC's proposal does not establish a present offering route for Apeing or any other project. It remains to be seen how the comment period will conclude and whether the proposed framework will be finalized.
