The SEC, under the leadership of Chairman Paul Atkins, has taken an approach of embracing digital asset innovation, unlike his predecessor Gary Gensler who pursued a strategy of regulation by enforcement.
Observers anticipate rules that create a startup-like exemption with a capped funding amount, similar to Reg CF or Reg A, which allow for issuers to raise up to $5 million and $75 million, respectively.
