Senate Blocks Comprehensive Crypto Legislation Despite 126 Concessions
The Senate's first full-floor test of comprehensive crypto market-structure legislation ended abruptly on September 15th, as senators failed to invoke cloture on the motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act.
The bill, which had undergone months of negotiation and incorporated 126 changes requested by Democrats, was unable to garner the 60 votes required to move forward.
Sen. Mitch McConnell, who returned to the Senate this week after a three-month absence, voted in favor of advancing the Crypto CLARITY Act, but it wasn't enough to secure the necessary support.
The legislation had already cleared the House and the Senate Banking Committee, with a 294-134 vote in July 2025 and a 15-9 vote in May 2026, respectively.
