Senate Clarity Act Vote Set for September 15 as CFTC Prepares Regulatory Fallback

The U.S. Senate has scheduled a cloture vote for September 15 on the Digital Asset Market Clarity Act, which would create a broader federal framework for digital asset markets.

A successful vote would move the Senate toward considering the bill, but it would not pass the legislation. According to Senate rules, a fully seated chamber needs 60 votes for cloture, and in this case, unanimous Republicans would still need seven other votes.

CFTC Chair Michael Selig has stated that existing powers could drive crypto steps, but they would not replace Congress's broader framework. The CFTC can police fraud and manipulation in spot digital commodity markets and regulate derivatives within its jurisdiction.

The Senate Banking Committee advanced the bill in a bipartisan 15-9 vote in May, but seven Democratic senators have expressed concerns about ethics, consumer protection, illicit finance, conflicts of interest, and market integrity.
