Senate Clarity Act Vote Sparks Crypto Equity Surge Ahead of Historic Legislation
The United States Senate is set to vote on the Clarity Act, comprehensive cryptocurrency legislation that could transform digital asset oversight nationwide. The final draft text was published by Senate Republicans ahead of Tuesday's procedural vote.
New ethics provisions targeting elected officials, judges, and their spouses were added to the legislation, championed by Senators Thom Tillis and Ruben Gallego. These requirements establish conflict-of-interest guardrails applicable to federal lawmakers, members of the judiciary, and their immediate family members.
The Treasury Secretary would receive expanded powers to mitigate deposit migration associated with payment-focused stablecoins under the bill. The legislation also exempts software developers from money transmission licensing obligations and establishes civil liability protections.
Cryptocurrency equities rallied ahead of the vote, with Coinbase shares surging more than 7% to $187.76 during Monday's session. Circle Internet advanced 4.35% to $94.54, while Bitcoin appreciated 1.66% to $78,113.69.
Senator Cynthia Lummis, who chairs the Senate Banking Digital Assets Subcommittee, indicated that President Trump willingly accepted some of the most stringent ethics standards ever implemented in American governance.
