Senate Crypto Vote on Clarity Act Set for September 15

Crypto industry leaders are anxiously waiting for the outcome of a crucial Senate vote on September 15, which will determine the fate of the Digital Asset Market Clarity Act. The bill aims to provide clarity on which digital assets fall under the Securities and Exchange Commission (SEC) or the Commodity Futures Trading Commission (CFTC).

Senate Majority Leader John Thune filed cloture at 4:52 a.m. ET on August 8, setting the stage for the September 15 vote. According to Senator Cynthia Lummis, who chairs the Senate Banking Committee's digital assets subcommittee, this is likely their last chance to pass real legislation before 2030.

Lummis has been pushing for passage of the CLARITY Act for years and has warned that if it fails, another country will write the rules for digital assets while the United States catches up. The bill has already cleared the House with a vote of 294 to 134 on July 17, 2025.

The biggest fights over the bill are centered around who gets caught by its provisions. DeFi developers argue that non-custodial protocols should not be treated like financial intermediaries. Lawmakers are still negotiating over these issues, including stronger anti-money-laundering language and consumer protections.
