Senate Delay Puts CLARITY Act in Jeopardy as Bipartisan Talks Stall
The Senate's path to passing the CLARITY Act has become increasingly uncertain. Despite efforts from bipartisan negotiators, Senate Majority Leader John Thune did not file cloture on the bill, leaving it without a procedural countdown for an initial cloture vote.
Thune prioritized other legislation, including spending bills and nominations, instead of moving forward with the crypto market structure bill. Disputes over ethics provisions and stablecoin rewards remain unresolved, making it difficult to reach a bipartisan agreement.
Bipartisan talks are still ongoing, but the delay has sparked concerns among industry figures. Bitwise Chief Investment Officer Matt Hougan warned that missing the pre-recess window could leave the bill in a 'walking dead' phase, with months-long delays and greater procedural difficulties ahead.
