Senate Majority Leader John Thune confirmed the delay late August 6, saying Democrats would not agree to bring the bill up before lawmakers leave Washington. The measure will be 'queued' for consideration when senators return in September, but its prospects remain uncertain due to unresolved disagreements between parties on ethics and law enforcement concerns.
The CLARITY Act aims to establish a federal market structure for digital assets, dividing oversight responsibilities between the Securities and Exchange Commission and Commodity Futures Trading Commission. It also includes provisions covering stablecoin rewards, anti-money laundering controls, decentralized finance, and tokenized securities.
