Senate Delays Crypto Bill Vote Amid Ethics Dispute

The Senate has delayed voting on the CLARITY Act, a bipartisan cryptocurrency legislation, until after its summer recess in September. This move has significantly reduced the bill's chances of passing, according to key negotiator Sen. Thom Tillis (R-North Carolina), who said its prospects have 'probably dropped 50%.'

The CLARITY Act aims to establish a regulatory framework for cryptocurrencies and make it easier for digital assets to integrate with the existing U.S. financial system.

Sen. Cynthia Lummis (R-Wyoming) has been leading negotiations on the bill, which overhauls federal financial regulations to incorporate crypto trading. However, Democrats continue to oppose the bill due to concerns that it does not adequately limit federal officials from investing in cryptocurrencies.

The White House has been involved in months of negotiations over the broader bill and its ethics provision, which bans certain officials from issuing or promoting new digital assets while in office but does not require them to fully divest from cryptocurrency. Democrats are pushing for stricter ethics guardrails and state attorneys general to have a role in enforcing restrictions.

The crypto industry had wanted Senate leadership to hold at least a procedural vote on the measure before the August recess to direct its political spending ahead of the November elections. However, with Democrats blocking the legislation over the ethics provision, it's unclear how crypto-affiliated groups will redirect their spending.
