The US Senate has set a tight passage timeline for the Digital Asset Market Clarity (CLARITY) Act, a sweeping crypto market-structure bill. Majority Leader John Thune filed for cloture on the bill shortly before the August recess, potentially setting up a September floor push.
Lawmakers will have 14 scheduled session days after returning from recess on September 14th to resolve outstanding disputes before another pre-election recess in November. Despite this narrow window, unresolved issues remain, including ethics provisions tied to President Donald Trump's digital-asset connections and restrictions on stablecoin-reward offerings.
If the Senate misses its window, election-year dynamics could complicate negotiations during the next Congress. Regulators may fill the gap if Congress stalls, with federal agencies like the Commodity Futures Trading Commission (CFTC) and the Securities and Exchange Commission (SEC) indicating they can move forward through their own rulemaking or enforcement frameworks.
