Senate Sets September 15 Vote on Crucial Crypto Bill
The US Senate has set September 15 as the date for a procedural vote on the CLARITY Act, which aims to establish a federal market structure for digital assets and clarify whether crypto assets fall under securities or commodities laws.
Invoking cloture requires 60 votes, and Republicans need at least seven Democrats or independents to reach this threshold. Senate Majority Leader John Thune filed the cloture motion on August 7, setting up the September vote.
The bill still faces significant challenges, including ethics provisions, illicit finance rules, and how Senate Agriculture Committee text gets included. A compromise proposal has been sent to the White House, but it remains unclear whether President Trump will sign off on it.
Galaxy Research has lowered its odds of the CLARITY Act becoming law in 2026 from 50% to 30%, citing a shrinking Senate calendar as a key reason. The firm's analysis suggests that lawmakers have a tight window to debate and vote before attention shifts to the November midterms.
Despite these challenges, some experts remain optimistic about the bill's prospects. The Crypto Council for Innovation has called the cloture filing 'a critical step forward' and plans to lobby both parties during August to secure enough votes for September passage.
