Senate Shelves Crypto Regulation Bill Amid Focus on Russia Sanctions
The Senate has put the CLARITY Act on hold while it focuses on passing a Russia sanctions bill and confirming federal nominations. The bill, which aims to create federal market rules for crypto, was expected to reach a vote before the August 8 recess, but now faces an uncertain timeline. With the narrow window between now and the recess, any delay will push resolution back until at least September.
According to Senate Majority Leader John Thune, the chamber will first tackle the nominations package and then move on to the Russia sanctions bill, which has been dedicated to the late Senator Lindsey Graham. The CLARITY Act's fate is uncertain as it requires 60 votes for cloture, with Republicans holding only 53 seats.
Senator Cynthia Lummis, a sponsor of the bill, emphasized its importance in preventing bad actors from exploiting gaps in financial rules, while also giving Treasury new sanctions authority and safe harbor provisions for companies to freeze suspicious transactions. The delay will keep exchanges and projects operating without clear federal guidance, prolonging uncertainty around the market's regulatory framework.
