Senate Stalls on CLARITY Act Despite Bipartisan House Support

House Majority Whip Tom Emmer expressed frustration over the stalled CLARITY Act, a crypto market structure legislation bill. The U.S. House of Representatives passed the bill in 2025 with nearly 100 Democratic votes alongside Republican support.

The bill aimed to establish clear regulatory rules for digital assets in the U.S., enhancing clarity for XRP and the broader market through proper regulation.

The CLARITY Act stalled on the Senate floor due to a dispute over ethics language. Senator Warren's minority staff concluded that the released text was 'riddled with major loopholes.'

A cloture vote is scheduled for September 15, requiring 60 votes to advance past the threshold. With all 53 Senate Republicans committed to voting yes, a 7-vote gap remains.
