The act effectively establishes clear statutory lines, designating spot digital commodities under CFTC oversight while providing explicit registration pathways for digital asset brokers.

For Coinbase, the CLARITY Act reduces regulatory risk and litigation expenses. Statutory clarity for stablecoins and institutional digital asset custody will enable Coinbase to scale its Base layer-2 ecosystem and Prime institutional brokerage platform to institutional investors who previously stayed away.
