Senate Vote on CLARITY Act Imminent as August Deadline Looms
The US Senate is expected to vote on the landmark CLARITY Act as early as Monday, August 3. If passed, this would bring Congress closer to passing a comprehensive federal framework governing digital asset markets.
The legislation aims to establish a regulatory framework dividing oversight of digital assets between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). The CFTC would oversee spot markets for qualifying digital commodities, while the SEC would retain authority over digital assets that meet the legal definition of securities.
Negotiators are continuing to work towards a compromise on contentious issues such as ethics provisions, consumer protections, and anti-money-laundering requirements. A group of seven Democratic senators has expressed concerns about the adequacy of safeguards in the latest draft, but industry participants remain optimistic that negotiations will lead to a constructive outcome.
Coinbase has been aggressively lobbying for passage, arguing that regulatory clarity would encourage innovation, strengthen consumer protections, and reduce legal uncertainty for businesses operating in the United States. If approved by the Senate, the CLARITY Act would need to be reconciled with the version previously passed by the House of Representatives before being sent to President Trump for signature.
