Although progress has been made, with the House passing H.R. 3633 in July and the Senate Banking Committee approving its version in May, the bill still faces significant challenges. Lawmakers disagree over provisions such as stablecoin rewards and ethics rules, which have become a major obstacle. The current Senate text would temporarily prohibit senior political officials from issuing or sponsoring digital assets, but Democrats question whether these restrictions are strong enough.
Failure to advance the bill before the recess could lead to a significant setback for the bipartisan coalition behind it. However, this would not be an automatic legislative funeral.
