Senate's Clarity Act Delay Puts Crypto Industry in Limbo
The Senate's decision to put the Clarity Act on hold has left the crypto industry in limbo. The act, which includes provisions related to stablecoins, was meant to provide regulatory clarity for the industry. However, the delay has stalled an important agreement between banks and crypto firms.
Banks had been negotiating with crypto firms to prevent them from offering interest-like returns on their stablecoin holdings. This would have allowed banks to maintain their market share in deposits. The proposed provisions would have stopped providers from offering returns for simply holding stablecoins, but would still allow them to reward customers for engaging in activities that are not equivalent to deposit interest.
The delay has been attributed to other legislative priorities, including a package of sanctions against Russia and the funeral of late senator Lindsey Graham. The Clarity Act is expected to be voted on next week, just before the Senate's summer break on August 8. If it fails to pass during this session, the next opportunity will not come until September.
However, even if the bill passes the Senate, it still needs to make its way through the House and receive President Trump's signature. The industry is waiting with bated breath for regulatory clarity, which they believe would accelerate institutional adoption of cryptocurrencies.
