The withdrawal was made to a private wallet from Binance, and it's unusual for large holders to leave their assets on exchanges if they plan to sell them soon.

The upgrade aims to reduce current confirmation times of 12.8 seconds to as low as 100-150 milliseconds, which could potentially drive adoption and improve network performance.
