South Africa Seeks Public Comments on Cross-Border Crypto Manual
The South African National Treasury and the South African Reserve Bank (SARB) have released a draft Crypto Assets Manual for cross-border activities, seeking public comments on the proposed regulatory measures.
The manual aims to minimize the risk of regulatory arbitrage between regulated entities conducting cross-border activities and enhance the Financial Surveillance Department's ability to detect, deter, and disrupt illicit financial flows.
The draft Capital Flow Management Regulations, 2026, were published for public comment on April 17, and a joint media statement by National Treasury and SARB addressed concerns regarding the treatment, possession, and trading of crypto assets.
