South Africa Unveils Draft Crypto Manual for Cross-Border Activities
The South African National Treasury and the South African Reserve Bank (SARB) have released a draft manual for cross-border crypto activities, aiming to bridge traditional Exchange Control mechanisms with digital asset markets.
The draft Crypto Assets Manual for Cross-Border Activities was published for public consultation, following intense pushback from industry experts over concerns of private property infringement and potential criminalization of cross-border crypto transactions.
The manual establishes operational guidelines to eliminate regulatory arbitrage, counter illicit financial flows, and enhance inter-agency alignment among digital asset oversight bodies.
