South Africa Unveils Draft Rules for Cross-Border Crypto Transfers
South Africa has taken a significant step toward regulating cross-border cryptocurrency transactions. The country's National Treasury and South African Reserve Bank (SARB) have published a draft rule that treats crypto transfers as cross-border financial transactions for the first time.
The proposal, which is open to public comment, requires South African-based crypto service providers to obtain approval and report any transfer of digital assets to offshore exchanges or non-custodial wallets. This marks a shift from the current environment where such transfers are not explicitly regulated under the country's exchange control framework.
The move aligns with global trends, as jurisdictions like the European Union, the United States, and Singapore have implemented similar requirements for cross-border crypto transactions, focusing on transparency and traceability. The draft rule aims to close regulatory gaps and prevent money laundering and terrorist financing through cross-border crypto flows.
