State Backing Not Enough for Stablecoin Access: Kyrgyzstan Visit Highlights Limitations
Changpeng Zhao (CZ), CEO of Binance, recently visited Kyrgyzstan's crypto council as President Sadyr Japarov set a three-month deadline for new regulations. The meeting highlighted the limits of domestic crypto policy: approval at home does not ensure access abroad.
CZ praised progress in the region, particularly the circulating KGST stablecoin, which is backed by a state-owned issuer and reserve management. However, this arrangement did not protect USDKG, a separate gold-backed, dollar-pegged project whose issuer is on the UK sanctions list.
The USDKG example shows that even with state backing, foreign access can be restricted due to international sanctions. The issuer's FAQ explicitly reserves direct redemption for institutional clients, while retail holders are directed to supported exchanges for liquidity.
