Steil Sees Votes for Clarity Act Already in Senate Despite Procedural Hurdles

Representative Bryan Steil, Chair of the House Financial Services Subcommittee on Digital Assets, believes that the votes are already there for the Clarity Act. The main obstacle to passing the bill is not disagreement over its policy but rather a structural difference between how the House and Senate operate.

The House has a majority rule structure, allowing leadership to call a vote once consensus is built. In contrast, the Senate requires 60 votes just to bring the bill up for debate. Steil argues that this makes it more difficult for the Senate to pass the Clarity Act.

During a field hearing at Federal Hall in New York City, Steil said that the House vote drew 78 Democrats, far more than initial whip counts predicted. He attributed the shift partly to lawmakers choosing to support innovation once 'the dam breaks' on a floor vote and partly to a broader argument that digital asset policy isn't inherently partisan.

Steil also drew a direct line from the country's earliest financial debates, including the fight over whether the federal government should assume state Revolutionary War debt, to today's digital asset framework. He framed the goal as making 'the United States the domicile for all this innovation and development.'
