Thailand SEC Consults on Comprehensive Crypto ETF Framework

Thailand's Securities and Exchange Commission (SEC) has launched a public consultation period to shape rules for spot crypto exchange-traded funds (ETFs). The proposed framework, which covers fund structure, custody standards, and investor education measures, is expected to become Southeast Asia's most comprehensive crypto ETF framework.

The consultation, which opened on April 10 and runs through May 11, focuses on two digital assets: Bitcoin and Ethereum. According to the SEC, the proposed rules would require these ETFs to be structured as mutual funds with a minimum average net exposure of 80% of their net asset value to a single eligible digital asset.

The strategy must be passive, meaning no active trading or tactical allocation shifts are allowed. Listing would be restricted exclusively to the Stock Exchange of Thailand, and licensed digital asset custodians and qualified digital asset business operators can serve as fund trustees or supervisors.
