Thune Puts CLARITY Act on Backburner as Senate Focuses Elsewhere
The fate of the CLARITY Act remains uncertain as Senate Majority Leader John Thune has chosen to prioritize other bills over the crypto market structure bill. On Tuesday, Thune filed cloture on multiple other bills, including the Protect College Sports Act of 2026 and the nomination of Todd Blanche to be U.S. Attorney General.
Despite negotiations with the other party still underway, no cloture filing has been made for the CLARITY Act, leaving its path forward uncertain. Without a cloture filing, the Senate cannot begin the mandatory procedural countdown required before holding the first cloture vote.
Crypto journalist Eleanor Terrett pointed out that Thune's decision to file cloture on other bills 'signals there's still no bipartisan agreement on the Clarity Act.' Prediction Markets have been growing more conservative, with Kalshi now giving a 41% chance of the CLARITY Act being enacted before July 1, 2027.
The odds increase to 58 percent before Oct. 1, 2027 and 65% before Jan. 1, 2028, indicating that traders believe the CLARITY Act will not pass in 2026.
