Tokayev to Putin: Freeze Ukraine War and Return to Negotiations
Kazakhstan's President Kassym-Jomart Tokayev has urged Russian President Vladimir Putin to consider freezing hostilities in Ukraine and returning to negotiations. This comes after a meeting between the two leaders at the Kazakhstan-Russia Interregional Cooperation Forum in Omsk on July 25.
Tokayev framed his proposal as a 'humble opinion,' expressing concern for the Ukrainian people and describing the situation as an 'interstate conflict.' This is significant because Russia has consistently avoided using this term, instead preferring to describe its actions as a 'special military operation.'
Kazakhstan's role in the region cannot be overstated - it's Russia's most important partner in Central Asia, shares a 4,750-mile border with Russia, and has welcomed Russian citizens fleeing mobilization. Tokayev has also quietly refused to recognize Russia's annexation of Ukrainian territories.
The reference to the Istanbul talks is particularly significant. Those spring 2022 negotiations reportedly produced meaningful progress before collapsing. By invoking them, Tokayev is implicitly arguing that a viable framework for peace already exists, it just needs political will to reactivate.
