The token boom of 2017 was a period of unprecedented growth in the crypto space. Over $6.6 billion flowed into new blockchain projects through ICOs, with some raising tens of millions in mere minutes. Ethereum's 2014 crowdsale raised $18 million in Bitcoin, and its subsequent ICO saw over $2.2 million worth of Ether sold within a single day.

Developers used the Ethereum network to launch ERC-20 tokens, leading to massive volatility in the market. The era of token mania ended with most 2017 tokens losing their value during the 2018 bear market. However, this period also saw some notable successes, such as Basic Attention Token raising $35 million in under a minute and EOS collecting $4 billion across 2017 and 2018.

Regulatory shifts began to take hold, with the SEC issuing its DAO Report in July 2017. This report applied the Howey test to determine if buyers invested in a common enterprise expecting profit from others. The Interpretive Release, released on March 17, 2026, established five categories for cryptoassets: digital commodities, digital collectibles, digital tools, stablecoins, and digital securities.

The SEC proposed Regulation Crypto Assets on August 18, 2026, which includes a Startup Exemption for offerings up to $5 million over four years and a Fundraising Exemption for offerings up to $75 million during any 12-month period. Heavy penalties were handed out for unregistered sales, with Terraform Labs reaching a $4.47 billion settlement in June 2024 and Coinbase paying $350 million in March 2024.
