Toomey Urges Senate to Pass Clarity Act for Stablecoins
Former US Senator Pat Toomey is advocating for lawmakers to pass the Digital Asset Market Clarity Act (CLARITY Act), also known as H.R. 3633, before Congress breaks for its August recess. The bill aims to establish a dedicated regulatory framework for stablecoins, rather than treating them like banks.
Toomey pointed out that the market size of stablecoins has reached approximately $300 billion and that this growth hasn't come at the expense of traditional bank deposits. He drew parallels with the rise of money market funds in the 1970s, which initially raised concerns among banks but eventually got their own regulatory framework.
The CLARITY Act prohibits stablecoin issuers from offering rewards similar to interest on bank deposits but allows transaction-based incentives. If passed, it could boost institutional confidence in stablecoins and create a clearer compliance roadmap for existing players like Circle and Tether.
