Treasury Proposes Payment-Stablecoin Rules Under GENIUS Act
The U.S. Department of the Treasury has proposed new rules for payment-stablecoin issuance, offering, and sale in the United States under the GENIUS Act. The proposal addresses key definitions and a framework for section 3 implementation, but it remains open to public input and is not final regulation.
Apeing, a community-first project built around meme culture, entertainment, engagement, and planned utility, has stated plans to hold an email-only whitelist with more than 12,000 registrations, a $0.0001 Stage 1 price, and audits planned before launch. Its presale is expected around early September.
The Treasury's proposed framework does not determine the status of unrelated projects like Apeing, which has its own separate stated plans.
