Treasury Seeks Comments on Stablecoin Licensing Rules

The U.S. Treasury Department has initiated a public comment process on proposed rules that would govern the issuance and use of payment stablecoins in the country.

According to the framework, entities cannot issue payment stablecoins in the U.S. without obtaining federal or state licenses, with feedback sought on jurisdictional definitions and compliance.

The Treasury Department is also seeking input on how to determine when a stablecoin is considered issued in the U.S., and when an issuer or digital asset service provider is viewed as offering or selling a payment stablecoin to a U.S. person.

Treasury Secretary Scott Bessent stated that the department is moving quickly to implement the framework and seeking stakeholder input for regulatory certainty.
