The Trump administration is finalizing a voluntary framework for AI companies to submit their most advanced models for government review before releasing them to the public.

A draft of the framework was circulated in July 2026 to major AI players, including OpenAI, Anthropic, and Google. The three companies provided joint edits to the document.

The framework is designed to standardize how companies communicate with the government about their most capable systems before they hit the market. It's explicitly voluntary, meaning there are no mandatory licensing or preclearance requirements.

However, companies have been cautious about fully committing until the testing rules and definitions of frontier models are clearly defined. The open-source question is also a key concern for decentralized AI protocols that depend on openly available models.
