Trump Concedes on Ethics Rules as US Crypto Bill Nears Vote

A long-awaited US crypto bill is moving forward after months of deadlock, and it includes new ethics rules agreed to by President Donald Trump.

The Digital Asset Market Clarity Act would divide supervision of digital assets between the Commodity Futures Trading Commission (CFTC) and the Securities and Exchange Commission (SEC), settling a fragmented system that has relied on enforcement actions and litigation for classification.

The bill, which passed its House version in July 2025 by a significant margin, had been stalled due to Trump's opposition to enforceable restrictions. However, under the agreed text, federal officials and their spouses would be required to divest significant crypto holdings or place them in a blind trust, and would be barred from issuing or sponsoring digital assets while in office.

The bill still faces hurdles, as Tuesday's vote is a cloture motion that requires 60 votes. Republicans hold only 53 seats, so at least seven Democrats must cross over to pass the motion, which would then need to clear amendments and final passage before reaching the House for agreement.
