Trump Urges Congress to Pass Clarity Act Amid Partisan Stalemate

President Donald Trump gathered leaders of the crypto industry and regulators at the White House on Wednesday to urge Congress to pass the Clarity Act, a comprehensive legislative framework for digital assets. The bill aims to establish clear rules for cryptocurrencies, ending the Securities and Exchange Commission's regulation through enforcement by defining which digital assets are securities or commodities.

The Clarity Act includes consumer protections such as $150 million in anti-fraud measures and resale restrictions on insiders to prevent 'pump-and-dump' schemes. Despite its proposed benefits, the bill has stalled in the Senate due to partisan ethics provisions.

Critics, including Sen. Elizabeth Warren (D-Mass.), have expressed concerns about presidential conflicts of interest, citing Trump's significant earnings from crypto ventures. Coinbase CEO Brian Armstrong praised the bill as a means to make progress durable into the future, allowing it to survive for decades and decades to come.

The Senate is expected to take up the legislation when it returns from recess on Sept. 15. SEC Chairman Paul Atkins has stated that Congress should send the Clarity Act to Trump's desk for his signature, while CFTC Chairman Michael Selig emphasized the importance of regulatory clarity in fostering innovation and confidence.

The event also highlighted the ongoing debate around crypto regulation, with the Commodity Futures Trading Commission set to hold its inaugural meeting of an innovation advisory committee on Thursday. Analysts have noted that Selig's approach is inclined towards supporting innovation.
