Bitcoin surged to its strongest level in weeks after President Trump urged Congress to pass the Clarity Act, which would clarify jurisdiction between the SEC and CFTC over digital assets.
The act's legislative backdrop matters because regulatory clarity has historically been the single biggest unlock for institutional capital allocation to crypto.
Bitcoin miners, such as Marathon Digital (MARA) and Riot Platforms (RIOT), saw significant gains in response to the news. Miners are leveraged plays on the underlying asset, meaning their prices can move 10-15% when BTC moves just 5%.
The Clarity Act has bipartisan opposition, however, with some Democrats and Republicans objecting to provisions around political officials profiting from crypto ventures. Trump disclosed over $1.4 billion in family crypto earnings in 2025, but legislative passage is far from certain.
