U.S. Treasury Accelerates GENIUS Act Implementation with Proposed Stablecoin Rules

The U.S. Treasury is moving swiftly to implement the GENIUS Act, which sets forth a framework for regulating payment stablecoins in the country.

The Treasury has issued a Notice of Proposed Rulemaking (NPRM) that outlines proposed rules for payment stablecoins and seeks public comments on the matter.

According to the proposal, starting from January 18, 2027, issuers will need to obtain a federal or state license to issue payment stablecoins in the U.S. This is part of an effort by the Treasury to provide regulatory clarity for businesses operating in the industry and ensure that they comply with applicable laws.

The GENIUS Act was signed into law by President Donald Trump on July 18, 2025, and its implementation marks a significant step towards establishing clear rules for stablecoins in the U.S. market.
