UK House of Lords Mandates Digital Asset Strategy Amid Regulatory Uncertainty
The UK House of Lords has passed an amendment to legislation requiring the government to establish a comprehensive digital asset strategy. The amendment, proposed by Conservative Lucy Neville-Rolfe, would obligate the Treasury to develop and publish the UK's regulation and development strategy within 12 months after the bill becomes law.
The strategy would cover cryptocurrencies, stablecoins, tokenised securities, and related financial market infrastructure. It would also consider firms' access to banking, payment, and clearing services, innovation, competition, consumer protection, and market integrity.
The government opposes the amendment, with UK Treasury minister Stockwood stating that existing policies are already being pursued through a 'wholesale financial markets digital strategy', tokenisation policy, and digital securities sandbox. However, supporters of the amendment argue that an integrated strategy is needed to provide regulatory direction and clarity.
