Ukraine's Crypto Bill Nears Completion with 90% Text Prepared
The head of Ukraine's National Securities and Stock Market Commission (NSSMC), Oleksiy Semenyuk, reported that the country's cryptocurrency bill is nearly complete. According to him, about 90% of the document's text has already been prepared.
The bill aims to regulate the virtual assets market in Ukraine, with a focus on classification and licensing rules for service providers. The NSSMC will be designated as the main regulator of the market, with clearly defined competencies for the National Bank of Ukraine.
Despite significant progress, several issues remain under discussion. Taxation concerns related to cryptocurrency transactions are still unresolved, including the rate, base, and duration of preferential periods.
Semenyuk emphasized that August is a target date for completing the text preparation, not adoption by the Verkhovna Rada. Work on legislative regulation of the crypto-assets sector has been ongoing for several years, with the bill passing its first reading in September 2025 and undergoing revisions since then.
