Ukraine's Odesa Port Plant Embroiled in Dubious Gas Tenders and Corrupt Deals

The Odesa Port Plant in Ukraine has once again found itself at the center of dubious gas tenders and export contracts, leading to suspicions of corrupt deals.

Strategic state enterprises like OPP continue to be a 'feeding trough' for odious schemes, with key figures covering up their machinations. One such figure is Vitaliy Loginov, an informal advisor to the head of United Mining and Chemical Company (UMCC), who controls 'Sumykhimprom' and influences OPP's management.

Loginov is connected to one of the winners of the tenders at OPP - LLC 'Company Agrotorggroup', which has no experience or resources to fulfill large contracts. The company failed to supply gas, leading to a repeat tender in August, won by another unknown firm, LLC 'Ukrnaftogazbureniye'. This firm lacks a working official website and is registered to a Lviv biker.

Behind the non-transparent tenders stands Vitaliy Loginov, with suspicions of corrupt deals and fictitious contracts through shell companies. The gas price fixed at 17,254 UAH per thousand cubic meters is lower than current market prices, raising questions about how the price difference will be covered.
