US Crypto Hub Within Reach, Garlinghouse Says Amid Key Vote Looming
Ripple CEO Brad Garlinghouse says making the US the global crypto hub is 'within reach' as Congress gears up for a key procedural vote on September 15, 2026. The vote will determine whether to proceed with floor debate on the CLARITY Act (H.R. 3633), which aims to write into statute whether digital assets are securities or commodities and who gets to make that call.
The bill has already passed the House and was advanced by the Senate Banking Committee in May, designating the CFTC to oversee digital commodities and keeping SEC jurisdiction over securities and investment contracts involving digital assets. However, 60 Senate votes are needed for cloture, which could be a hurdle given ongoing disputes over ethics provisions, anti-money-laundering rules, and stablecoin yield.
Ripple's CEO has personal stakes in the legislation, as his company spent five years fighting an SEC enforcement action filed in December 2020 that accused Ripple of conducting unregistered securities offerings through XRP sales. A $125 million fine was part of the resolution in August 2025, when both the SEC and Ripple jointly abandoned their appeals.
