US House Committee Prepares to Vote on Strategic Bitcoin Reserve Bill
A key piece of legislation regarding the US Bitcoin reserve is nearing a committee vote on September 16. The House Financial Services Committee will review H.R. 8957, which aims to establish a statutory Strategic Bitcoin Reserve within the Treasury Department.
The bill would place a 20-year holding period on reserve Bitcoin and require quarterly proof-of-reserve reports on the Treasury's official website. An independent third-party auditor would verify these reports, while the Government Accountability Office would conduct oversight.
H.R. 8957 would also consolidate qualifying forfeited Bitcoin after the Treasury certifies the reserve as operational. This measure is a response to President Donald Trump's executive order in March 2025, which created the Strategic Bitcoin Reserve and Digital Asset Stockpile.
