US House to Vote on Strategic Bitcoin Reserve Bill on September 16
The US House Financial Services Committee will hold a markup vote on September 16 for the Strategic Bitcoin Reserve bill. The committee has scheduled several legislation markups to begin at 10:00 a.m. ET in Room 2128 of the Rayburn House Office Building.
The Strategic Bitcoin Reserve bill, known as H.R. 8957 or the American Reserve Modernization Act of 2026, was introduced by Reps. Nicholas Begich and Jared Golden from Alaska on May 21. It has gained 23 cosponsors.
The bill aims to establish a Strategic Bitcoin Reserve within 180 days of its enactment, which would be for federal-approved Bitcoin. Non-Bitcoin digital assets would be regulated by a separate Digital Asset Stockpile. The Treasury Secretary would also be responsible for creating a complete accounting of the agencies' current holdings and transferring them to the reserve within 30 days.
The bill includes a 20-year minimum holding period on Bitcoin deposited into the reserve, during which time the assets are not to be sold, swapped, auctioned or otherwise disposed of. Treasury Secretary Scott Bessent stated in June that the Trump administration is still pursuing its Strategic BTC Reserve proposal under the auspices of national economic security.
