US Law Enforcement Partners with China and Russia on Transnational Crime

FBI Director Kash Patel has forged unprecedented law enforcement ties with China and Russia over the past year, partnering on cases such as transnational crime, cyber fraud, and child sexual exploitation. The partnerships involve personnel exchanges, joint raids, and intelligence sharing.

The cooperation began after President Donald Trump's visit to China in May 2025 and has expanded across four working groups: cyber fraud, violent crimes against children, counternarcotics, and a fugitive task force. Patel brought officials from China's Ministry of Public Security to multiple FBI facilities in the United States to share intelligence.

The partnerships have raised concerns within the counterintelligence community about sharing sensitive domestic security information with authoritarian regimes. However, Patel says the risks can be managed and that such cooperation is necessary for combating transnational crimes.
