US Treasury Proposes Rules for GENIUS Act Ahead of 2027 Implementation
The US Treasury Department has taken steps towards implementing the GENIUS Act, a bill aimed at establishing a framework for payment stablecoins in the country. According to a notice of proposed rulemaking, the department is seeking public comment on its rules ahead of the January 2027 implementation date.
The law had been scheduled to go into effect 120 days after agencies finalize their rules or 18 months after it was passed in July 2025, making its effective date January 18, 2027. Treasury Secretary Scott Bessent welcomed input from stakeholders as the department works 'to provide the regulatory certainty businesses need to innovate and grow in America.'
The GENIUS Act will require an entity generally may not issue a payment stablecoin in the US without a related federal or state license. The public comment period on the proposed rules is open for 60 days following publication in the Federal Register.
