USD1 Governance in Limbo as Justin Sun's Dispute with World Liberty Continues
Justin Sun's individual claims against World Liberty Financial remain in open court after a California federal judge rejected World Liberty's motion to force all of Sun's allegations into private arbitration. This decision keeps the public aware of the ongoing dispute, which has been unfolding since September 2025 when World Liberty restricted Sun-linked WLFI holdings.
The fight centers around who had authority to restrict WLFI ownership and under what procedures. This question gained practical relevance in June when the stablecoin issuer froze wallets connected to the exchange HTX during a separate dispute, leading to HTX delisting USD1 entirely and converting customer balances into USDT.
USD1 is a $4 billion stablecoin that will be issued by World Liberty Trust Company once it receives final approval from the Office of the Comptroller of the Currency. The trust bank's preliminary conditional approval was granted on August 14, but its operations remain pending until it satisfies a list of pre-opening requirements.
The OCC has reserved authority to modify, suspend, or rescind its approval before final authorization if an intervening event warrants it. This decision highlights the importance of governance and oversight in the stablecoin industry, particularly given USD1's size and potential impact on customer protection.
