Vietnam Establishes Crypto Asset Market Pilot Program with Real-World Asset Requirements
The government of Vietnam has taken steps to establish a safer and more transparent crypto asset market. The Resolution No. 05/2025/NQ-CP, issued on September 9, 2025, marks a significant milestone in piloting the market and creating a new capital-raising channel for Vietnamese businesses.
The resolution requires that crypto assets be backed by real-world assets, excluding securities and fiat currencies. Initially, these assets may only be offered to foreign investors.
According to Dr. Tran Quy, Director of the Vietnam Institute for Digital Economy Development and Chairman of MetaDAP, this approach helps link digital technology with the real economy while limiting speculative tokens and facilitating asset valuation and information disclosure.
The global market for tokenised real-world assets is estimated to exceed $14 trillion by 2030, presenting significant growth opportunities for Vietnam. However, experts agree that clearer regulations and deeper research into foreign investor preferences are necessary.
