Washington's Digital Asset Bill Hits Final Stretch
Negotiations over the Digital Asset Market Clarity Act are entering their final stage in Washington as lawmakers attempt to reach a compromise before Congress breaks for the August recess.
Senate Majority Leader John Thune has made it clear the legislation still lacks enough support to pass, but opening debate before lawmakers leave would keep the bill alive and preserve momentum heading into autumn.
The Digital Asset Market Clarity Act aims to provide a clearer regulatory framework for institutional investors, which many view as a necessary step before committing additional capital to digital assets.
Despite this uncertainty, options traders continue to position for higher prices. Institutional traders purchased roughly $2.5 billion in notional Bitcoin call spreads expiring on July 31, using around 40,000 option contracts concentrated at the $70,000 and $72,000 strike prices.
This structure allows traders to profit from a continued rally while limiting the premium paid compared with outright call purchases. At the same time, total Bitcoin options open interest has climbed to approximately $34 billion, highlighting continued institutional participation despite recent volatility.
