White House Revives Strategic Bitcoin Reserve Plans with Bipartisan Legislation
Last March, investors in Bitcoin (BTC) rejoiced at the launch of the Strategic Bitcoin Reserve. The reserve's creation was seen as a major catalyst to push up the price of Bitcoin. However, the price has since dropped by 50% from its highs, and enthusiasm for crypto has cooled.
The White House is now pushing forward with the Strategic Bitcoin Reserve, which could be a game-changer for the world's top cryptocurrency. A new piece of bipartisan legislation, the American Reserve Modernization Act (ARMA), aims to create a 20-year lockup period for any Bitcoin currently held by the reserve.
The ARMA proposal also provides a mechanism for the U.S. government to accumulate Bitcoin in a budget-neutral way and introduces new legal, audit, and compliance mechanisms needed to hold significant amounts of Bitcoin at the sovereign level. The bill's goals are less aggressive than the original Bitcoin Act proposed by Sen. Cynthia Lummis (R-Wyo.), which aimed for the U.S. government to buy 200,000 BTC per year.
The potential impact of a robust Strategic Bitcoin Reserve on the price of Bitcoin is significant. If the reserve gets the go-ahead to start buying new Bitcoin, it could send the price surging as steady buying by the U.S. government would help stabilize the market.
Patrick Witt, White House Digital Assets Director, has pointed out that there has been a substantial 'breakthrough' in protecting government-held crypto assets and is bullish about work on ARMA proceeding once the Digital Asset Market Clarity Act ('Clarity Act') is signed into law.
