XRP Investors Pin Hopes on CLARITY Act Vote Amid Regulatory Uncertainty
The CLARITY Act vote on September 15 has become a significant talking point among XRP investors, who believe it could put the token 'at the center' of regulatory clarity. The bill aims to establish a comprehensive framework dividing responsibility for crypto between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). For Ripple's native token, one major regulatory question has already been answered: XRP was identified by the SEC as a digital commodity in March.
The CLARITY Act would provide a more permanent foundation than agency rulemaking alone, making it harder to reverse. It would also establish a formal regulatory regime for digital commodity exchanges, brokers, and dealers, giving the CFTC an expanded role in overseeing spot digital commodities markets. Ripple's Chief Legal Officer described September 15 as a 'bellwether' for whether comprehensive crypto legislation can continue advancing through Congress.
However, it's worth noting that the Senate will not vote on passing the CLARITY Act on September 15. Instead, policymakers will vote on cloture on the motion to proceed to H.R. 3633, which requires 60 votes and would allow the legislation to move toward formal Senate consideration.
The odds of success have significantly declined from over 70% to roughly 30% in months, and a new report suggests that several Republican senators now believe the legislation is likely to fail next week, especially if the White House doesn't help bridge the divide over restrictions on government officials profiting from the industry.
