XRP Regains Ground as US Regulatory Policy Shifts Towards Framework Building
The White House Crypto Summit on March 7, 2025, marked a significant shift in US regulatory policy towards cryptocurrencies. The summit was hosted by President Trump and featured blockchain executives and regulators together for the first time.
The day before the summit, President Trump signed an executive order establishing a Strategic Bitcoin Reserve funded exclusively by bitcoin obtained through criminal and civil forfeiture proceedings. A separate U.S. Digital Asset Stockpile was also established for non-bitcoin digital assets, including XRP.
The SEC had previously spent over four years litigating against Ripple Labs over the sale of XRP to retail exchanges. However, in a significant development, the agency proposed a reduced $50 million settlement with Ripple Labs, down from the original $125 million fine. Judge Torres rejected this motion on procedural grounds.
The parties formally dismissed their appeals in August 2025, effectively ending the four-year legal battle. This resolution set a precedent for how the SEC may handle future cases involving tokens with established utility in payment networks.
