XRP's Road to $3: CLARITY Act and ETF Inflows Must Align
XRP, one of the largest cryptocurrencies by market capitalization, has struggled to recover from its July 2025 peak. The coin reached a high of $3.65 in July 2025 but has since lost more than 70% of its value, currently trading at around $1.02.
This represents a significant decline for investors who bought XRP at the peak price. To reclaim the $3 level, the coin needs to experience a 194% gain, which is achievable given XRP's history of sudden and explosive rallies.
However, two factors must align for XRP to reach its target: passage of the CLARITY Act and strong ETF inflows. The CLARITY Act's cloture vote on September 15 has been delayed, but clearing this hurdle would allow debate to begin and potentially push the XRP price back toward $2.
XRP's ETF momentum has weakened after pulling in $1.17 billion between November and December 2025. To meaningfully recover, monthly inflows need to return to Q4 2025 levels or at least $300 million over the next five months.
